The DCS Base Map, accessible through at least some OSM editors, shows at least some of the LGAs boundaries.
It does not show the 'unincorporated areas' at all, at least not with my eyes.

That link is at least useful even though OSM cannot use it.

The present OSM data shows, for example, the Australian Nation Maritime Museum as an unincorporated area where the above link shows it as administered by the City of Sydney LGA.
