[talk-au] Queensland QTopo license still not good for OSM?

Dear mappers,
I am an OSM mapper from Czechia.
While preparing to travel to Queensland national parks, I discovered QTopo,
namely this WMTS service
https://spatial-gis.information.qld.gov.au/arcgis/rest/services/Basemaps/QldMap_Topo/MapServer/WMTS/

which would be lovely to use for mapping in JOSM. Being aware of licensing
issues, I checked
https://wiki.openstreetmap.org/wiki/Australian_Data_Sources#Queensland
where this resource is, unfortunately, highlighted in red.
I checked the github
https://github.com/microsoft/Open-Maps/issues/49#issuecomment-661618863
and also searched this forum and the last message on QTopo I have found is
this from 2019

Both resources sound like there was no progress regarding the licensing.
Is that correct? If so, it is a sad story, being so close to agreement...
