That's the municipal boundary, or should be. Not the same as the 
built-up area.

Since the above tags represent the municipal boundary, ideally they 
connect all the F43 signs (Plaatsnaambord/Signal de localité), not F1.

Connecting all F1 signs in an area should follow the actual residential 
landuse, not use straight sections between F1 signs. With lintbebouwing, 
you end up with a hub-and-spoke design.

Another thing: the only practical thing (usually) that F1 signals is a 
change in default max speed. That can be tagged with maxspeed=* on all 
ways inside the built-up area. That's the way I've been doing it.
