That's the problem right? It's outdated, municipality borders have 
changed in many cases. If we use these old maps to trace them we can't 
be sure that they're still correct.

It seems so awkward that it's so difficult to get up to date information 
about something as important as administrative boundaries.

I've just asked the person who made the maps in wikipedia like 
http://nl.wikipedia.org/wiki/Afbeelding:MapWaregem.svg how he made 
them. Let's see if he found some good source (he "should" have since he 
licensed it GFDL and CC-BY-SA, but let's be sure first before just 
using it :-) )
