just for your information, I did never got an answer to any email I
sent first. Then I called, explained the case 2 or 3 times until I
reached the best person who listened to me, but to whom I had to
explain in detail the case again, and to whom I sent an email
afterwards, confirming and reexplaining what I just did explain
orally. In such a way, I got the personnal contact.

But I keep sending first a letter just to say "I did first try to sent
you a letter".

This takes time indeed and much energy, but can be rewarding for our project.

I hesitate to post a precise description of what I did, because I
first considered that I would have to let the names appear on a wiki
page or so and that my contacts would not appreciate this, but I now
think that I'll set up a page on the OSM wiki to let you know what I
did so that we can all be better coordinated.
