[OSM-talk-be] Road numbers

Hi all,

I've found a very nice document containing *all* data about numbered 
roads in Belgium on our government's site: 
http://www.mobilit.fgov.be/data/mobil/Tel_ARNP.xls

Now, for the logical question, can we use that table to extract those 
road numbers to add them in OSM? It does have a copyright on the legend 
tabs "© FODMV - SPFMT - since 1999 - by G. L. (updated begin 2005)" so 
I wouldn't use it for more than just getting road numbers, but can we 
even do just that?

Or alternatively, does anyone know an official source for this? Getting 
road numbers from surveying can be very hard sometimes and regularly 
you find numbers are missing as well...
