As far as I understand it after consulting with a lawyer who
specialises in this, three legal issues are relevant here:
* reuse of government information (not sure about this one)
* database rights (15 year period, not over yet)
* authoring rights, requires creativity (most probably not applicable here)

So right now, the answer, as I understand it, is no. You would need to
ask for permission to use this list.
