So whether a place has city rights is a better indication of the place 
hierarchy? On one side you'd have Heist-op-den-Berg with a population of 
around 40000, but without city rights, and on the other side you'd have Mesen 
with 1000 inhabitants, but with city rights. So Mesen should show up as a more 
important place on the map because of its status as a city?
