[OSM-talk-be] place=city, place=town

According to me, the best solution would be to have two distinct tags: one
for population-size, and one for administrative level (stad, gemeente, dorp,
... but something conclusive). Then you could leave it up to the renderer to
choose between the two. But I guess it's a little too late to implement that
now. More in general, some of the tags in OSM are quite strange. For
example, I try to be consequent when choosing between residential roads and
unclassified ones, but there will always be a factor of subjectiveness...
Opinions?
