[OSM-talk-be] White dot in Black dot

Some of you probably haven noticed these before: A black dot about 50cm in 
diamter and the white dot is about 25cm. In the middle there is a measurement 
pin.

As far as I know these dots are there as geodetic references. Who is familiar 
with these markers and how to tag them? At the time I took the pictu I was not 
able to verify if the small pin in the middle contains a number and reference 
to the institution that administrates them.

My first big dot is tagged with man_made=survey_point
