The bus 9 from Bertem arrives at xx:34 at Pimberg. After 14 minutes (at
xx:48) it follows the route back to Bertem. Is Pimberg a normal bus_stop or
a terminus?

I thought a terminus is the start (or/and end) of the relation. If the
terminal is defined as the place where the busses sleeps at night (and where
you can only get the bus once or twice a day) i think its useless to take
that information on OSM.

It looks me more important to have the information of the bus_stops on OSM.
That includes the position, the name, the ref (from de Lijn) the zone and
all possible routes (included with their direction). See

Can I remove Todo on
http://wiki.openstreetmap.org/wiki/WikiProject_Belgium/Conventions/Bus_and_tram_lines#TODO?
