[OSM-talk-be] Buildings and cadastre in Brussels and Belgium

Those buildings were obviously traced from aerial imagery. Hence the lack of
house numbers. If we would be allowed to use cadastre like they are in
France, I'm pretty sure all of Elsene/Ixelles would already be complete with
buildings, house numbers and all.
