Because the place tag was defined internationally based on the population and 
not its status.

We've had discussions on the list about it long ago, and using the status of 
"city" (or should it be "town") doesn't make much sense. There's for example 
the city of Mesen with less than 1000 inhabitants and on the other hand 
Beveren with over 46000 inhabitants but which isn't a city. The place tag 
isn't really compatible with that, but another tag can always be invented.
