[OSM-talk-be] Unmapped Place For Belgium in Septembre

Thanks for this clarification.
Should the wiki not have a section on where to place the tags?
I see that the distinction on the various tags are based on inhabitants 
and do not respect or reflect the titles for city and muncipality 
(stad/gemeente, ville/commune) which are regulated in Belgium.
