The current planet is still distributed under CC-By-SA only, but you are 
right that the CT already mention ODbL explicitly, so no new vote will be 
required for that change.

What I wanted to point at, is that the CT actually gives OSMF a wider right 
than simply relicensing under ODbL, we have implicitly accepted any future 
license that is proposed by OSMF and accepted by enough active mappers.
I think it is a good thing for the project (which is why I accepted them), 
but some people may not have the right to grant this if they have used some 
third party data.
