The problem is mainly with your rendering I think. Normally, boundaries are
ways with the tag boundary=administrative and an admin level. But those
tags are of minor importance.

The most important thing in a boundary is the relation to which it belongs.
In this case, one of the boundaries you refer to (
http://www.openstreetmap.org/browse/way/89758452) is wrongfully tagged with
admin_level=8, but it's a member of the relation of e.g. West-Flanders,
with admin_level=6. http://www.openstreetmap.org/browse/relation/416271

So although the data is slightly wrong (and I'll fix it in a minute), your
renderer should also take the relations into account, as those contain the
most important features.
