Can't -ever- speak for the rest here but personally, I was unaware of 
this.  It might just be an individual representing OSM in some way it is 
easy to associate yourself with it.

At the very least: He/she should be on this mailing and answer your 
question directly.   That would be a fair assessment that anyone that 
claims -or is claimed by others- to associate him/herself with OSM - BE 
is reading all this.    I do think OSM in our little country has a BIG 
PR problem in general.

Ideas ?
