I'm not involved, but I know several of the people from Constant. In short, 
Constant is some sort of art laboratory based in Brussels, which is heavily 
invested in open source tools.

I haven't spoken them about this particular event, but I think the reason OSM 
is listed there is because they make use of the data to make interesting 
visualizations of it, rather than just mapping anything. But they are OSM 
contributors as well. Do note that the people from Constant were actually the 
first ones to organize a mapping party in Belgium back in 2007.
