The rule of thumb is that you connect two roads or paths where they cross each 
other (and where you can go from one to the other)

If the path does run separated from the road under the bridge and then crosses 
the road, then yes, it should connect over there. I don't know the place, so 
you know best yourself how to map this :-) You could make pictures of the 
place and ask the mailing list if you want to be really sure.
