A Mac is a P(ersonnal)C(omputer) ;-)
On Ubuntu et al, it's in /.josm/cache too, of course, it's about the
same Unix system as the Mac.
Windows is, of course, different.
Unix systems are great because they write error messages SYSERR (Windows
in an obscure "event log").
If you type "josm" in a Terminal window, you see:
> ERROR: java.io.IOException: Failed to read from

HTTP error 404 means "file or directory not found".
Hence, the reason is most probably not the contents of the file
In fact, it's the same error as when you click here:
http://josm.openstreetmap.de/josmfile?page=Presets/BENELUX&zip=1
If you change the config to
http://josm.openstreetmap.de/wiki/Presets/BENELUX

THEN you can load a file but it says:
ERROR: <html>Unable to parse tagging preset source:
http://josm.openstreetmap.de/wiki/Presets/BENELUX. Do you really want to
use it?<br><br><table width=600>Error is: cvc-elt.1: Cannot find the
declaration of element 'html'. (at line 2, column 44)</table></html>
I never can find the preset in the configuration list because it's name
should start with Be...
There are two problems.
I let you continue the debugging.
