IMHO this is incorrect - except for the short stretch where the traffic
island is. The authors probably did this to handle the different street
names on opposite sides of the street.
Since the street is physically just a normal street, it should be mapped as
a single way for 2-way traffic. The street names should be name:left=xxx
and name:right=yyy.
Left and right are as defined in https://wiki.openstreetmap.org/wiki/Left.
