You should store your xxxx.xml file on any server an insert it's URL
here <http://josm.openstreetmap.de/wiki/Presets?action=edit>.
I don't know how to store a file on OSM.org that does not produce html
instead of XML.
but I may try with my server and you'll change my URL to yours when you can.
Do you want me to do that?
