I mean that Osmand cannot generally update (edit) the map but that in
can *just* add/update/delete a POI.
In fact, it can modify any tag on a node (waypoint) but it can't move
them or deal with ways, let alone relations.
It can also add GPX traces and OSM Notes.

I checked that Osmand correctly identifies itself and the user name in
change sets, except for Notes which can be written without
identification.  It stacks all requests, possibly offline, and they're
sent in a batch.

Wouldn't it be a nice feature to be able to send a user a message like
"Subject: read before updating" that would block the updates? 
Unfortunately, our world would make fear for abuse.  We're not in
paradise and even there I've heard that God's coordinates are kept secret.
