... all use the same ref as the motorway for them. I would be
interested to see the reaction of a driver being told to go "onto
A.001.123" instead of "onto E25".
Yourself wrote that they should be tagged as admin_ref=A.001.123, which
is a number for motorway maintenance personal and certainly not the
general public.

[Please feel free to] have the "destination sub-keys" proposition
finalized and voted, suggest every router writer to support destination
sub-keys and come back to us in a few years to report success.
In the meantime, we have a solution already working very well to-day.
When you have the proposition finalized, beware of such gotchas as:
