You should use JOSM>Imagery>... Preferences>... providers>select>Activate
I have highly optimized them and, for example, your bmp uses much bigger
tiles than jpeg.

The SPW map catalog is here <http://geoportail.wallonie.be/home.html>,
with publication dates.
I have asked their helpdesk how to be warned of new releases, e.g. a
mailing list.
No reply.  Anybody knows?  RSS?
