[OSM-talk-be] speed limits - open data in Flanders (for some roads)

There's a new classical tiled layer for Mapillary, so I've included it into
the speed_limits map.
Now easier than ever to spot areas where you can add speed limits with
mapillary!
(just play a bit with the map layers to get a good view)
