[OSM-talk-be] Tagging proposal for cycling highways (Fietssnelwegen)

To pick up s8evq's last point, the difference is that LF is fun, and F is
functional. That makes a big difference, especially for route planners, who
should know if their user are looking for a nice stroll or a good route to
work. I looked into this before, and don't remember seeing any worked out
proposal for tagging that. Shouldn't be too hard to invent something though.

As for the BE:cycle_highway: isn't this is very much a Flemish project? And
if ever it gets decently connected to the Brussels networks (or Wallonia),
will it be a concept that is similar enough to the current Flemish project
to fall under the same tag?
