Hi Maarten,
As with any OSM feature, the best source is the ground truth. I believe
language facility municipalities also put their facility language on the
streetname sign. So you should be able to gather that while surveying.
There are different ways to do surveys.
You could set up a mapillary <https://wiki.openstreetmap.org/wiki/Mapillary>
account, and walk or cycle around in Mouscron while taking pictures. That
may require a bit more setup, but it's easier in the long run.
You can also use an app like OsmTracker
<https://wiki.openstreetmap.org/wiki/OSMTracker_(Android)> to take geocoded
pictures, and later process them in your editor. This requires almost no
setup, and it's easy to go surveying if you have a little bit of time off.
Just remember to leave enough context in the picture. That way you know
where exactly the picture is taken (in case the GPS position isn't that
precise).
Or you can print out OSM on a paper, and note the streetnames next to it.
You can use something like fieldpapers <http://fieldpapers.org/> for that
purpose. Writing on paper is handier than writing on a mobile device. But I
usually prefer taking pictures.
