[OSM-talk-be] Bus route operator OTW vs. TEC

I would keep them as operator TEC. Does this mean that the regional TEC
Brabant-Wallon, TEC Namur-Luxembourg, etc. are definitely a thing of the
past? I had mentioned those subdivisions on the network tag. Do they have a
unified way for the identifiers on the stops now?
