Hi Killian,

If there is no copyright notice on this kind of thing, I always assume they
release the information exactly for it to be used. But if they put a
copyright notice on it, well, then they imply you can't. So yes, I would
ask in this case. And I would also suggest they don't do that - or add an
open data license to their communications. For Flemish municipalities, in
cases like this, they should choose CC0 or Vlaamse modellicentie gratis
hergebruik; both are compatible with OSM. It's a real pain for us that
governments don't put a general disclaimer "all information under license X
unless stated otherwise" on their communications. Many federal agencies do
that really nicely.
