Hi,
You use lagere school and basisschool interchangeably, but when you say
basisschool it means there's a lagere school AND a kindergarten combined. I
see you address the situation towards the end of the text. Still, I'd avoid
using the term basisschool where you explain primary. From an official
point of view, these combined institutions are hard to split in two (maybe
it works in reality most of the time, though you'd need to duplicate a lot
of info).
I think a section on addresses might also be useful. When several schools
operate on the same school area with a single address, the address should
probably be on that area only. (these areas are usually also tagged as
amenity=school, I seem to remember there's a better tag for that). Often
though, school areas have more than one address. Usually when there are
several entrances. These entrances in themselves are quite interesting, as
more and more students are assigned a school based on distance to the
school (and the absence or existence of an entrance can make a big
difference in distance). Anyway, if you use official data, you'll see that
schools can be quite creative when it comes to organizational structures.
The most extreme case I remember is an area with two addresses where they
managed to have four different schools, all of them at the basisschool
levels. In these cases, I guess we will map them in the way they present
themselves to the general public, not the way they model themselves for
administrative purposes.
BTW, in Flanders at least, the official data is very usable. The only thing
that made it hard to use, is the lack of stable identifier (but there's a
good workaround for that, if needed)
