[Talk-blr] admin-level для relation и way

Всем привет.

KeepRight показывает ошибку
<http://keepright.ipax.at/report_map.php?schema=19&error=72236686>: Граница
Воропаево не имеет обязательного тега admin_level. Эта же ситуация с
другими городами.

Нужно ли добавить admin_level в relation? Сейчас admin_level проставлен у
way, который входит в relation  как outer.
В википедии написано <http://wiki.openstreetmap.org/wiki/Relation:boundary>что
хотя это и не совсем логично, тем не менее, у way должны быть проставлены
тэги boundary и admin_level:

 Встает вопрос, нужно ли продублировать admin_level  у relation?
С одной стороны итак все показывает, с другой стороны почему-то же сделали
проверку этого в KeepRight.
