[Talk-blr] admin-level для relation и way

Вітаю, admin_level абавязковы для boudary=administrative, таму admin_level
павінен быць як у way, так і ў relation. Але даволі складанае пытанне ці
павінны быць boundary=administrative для межаў гарадоў, я маю на ўвазе
адначасова з place=*.
