[Talk-br] Proposal of import: Brazilian Geodetic Network (man_made=survey_points)

Minha intenção não é "apontar o dedo". Apenas fazer constar o assunto aqui
na talk-br. Surpreendi-me quando li a respeito no semanário.

Nem tenho condições de adentrar no assunto. E talvez ele já tenha morrido.
