OpenLayers (the JavaScript bit that does slippy maps) can overlay data onto of the usual map tiles. This data can be in the form of OSM data such as a relation....

The blue overlay is actually a relation copied straight from XAPI. If you read the mailing list back a bit there is some commentary to go with this.
