Apparently the AND import in the Netherlands involved the replacement
of all relevant data, all roads, with the exception of selected areas
that continued to use the OSM data. Site to refer to is:

If we go the same way it would be easy but I believe that it is not the
preferred process for the GeoBase/GeoGratis import into the Canadian map
on OSM. The other alternative that would be equally easy would be to do
as was done with the TIGER import for the United States and just import
everything and allow people to edit it to integrate it into OSM
properly. But that could be a lot of work.
The wiki page for the AND integration of their data into the OSM map has
references to several scripts that may be useful, even as a guide or as
the beginning of a more suitable script for us.
So the world awaits to see what we are going to do, pick either of the
previous paths taken with major data imports into OSM or develop a new
approach. If we do develop a new approach, in which we integrate the
new imported data within OSM in an intelligent manner and do so without
either adding a great deal of redundant data from the import or
replacing all of the current data, it will likely be followed by future
significant data imports into OSM. Doing it right, whatever approach we
decide to follow, is more important than doing it quickly. It means
that we can prepare the necessary scripts, and hopefully even test them
within a safe environment, prior to doing the import. I would prefer to
do it right the first time and to even do it in stages, each province
and territory individually, when we are ready than to rush to get the
GeoBase/GeoGratis data entered as quickly as possible.
