Indeed... a little push and a shove, and I was able to send Michel
over the precipice.

We can sit on our hands and talk about what needs to be done, and
argue about the minutia, but sooner or later someone has to DO
something. The geopolitical boundaries is a big dataset, but also
relatively benign... It gives us a little bit of room to learn and
play, while not really creating a HUGE controversial impact. The NRN
needs to be the set that we make sure gets done right the first time.

I suggested using Alberta as a guinea pig, but Michel appears to have
done all of Canada. This works out okay, as it gives others exposure
to the process as well...

It is interesting to see the provincial boundary along the Great
Divide finally... although there are some little problems that will
need repair. There's a hole in the border, and a section that looks
like it's missing some nodes by the Athabasca Glacier.

Like any OSM addition, we'll need to vet all of the GeoBase data that
is imported.

I still have my usual beef about the rendering rules being set up for
the tiny little countries in Europe where a municipal boundary defines
an area of a couple square miles. Zoom level 9 is the largest size map
you can have and still see the provincial boundary. In Canada, I would
have provincial boundaries visible to at least zoom level 4 or even
level 3. Same for state boundaries in the USA.

Is there a way to override the default rendering rules? It would be
good to be able to use the same boundary definition, but be able to
have the provincial boundary min zoom level be overridden for areas
like Canada.
