[Talk-ca] Trunk tagging

I did some thinking on this I realized that there are chunks of
highway in various parts of the country that actually meet the
standard, even if the entire highway doesn't. What I also noticed is
that a lot of other maps change their rendering based on whether it is
divided or not. Anyway, so I went ahead and changed the tag of part of
the Pat Bay Highway here in Victoria:

Just an intro: I live in Victoria, BC. Am a geography student at
Camosun College. Got myself foolishly elected to the OSM Foundation
board last year.
