At one point the statscan road network was licensed under terms that 
prevented commercial use (something that is clearly incompatible with OSM).

However, when I look at 
http://geodepot.statcan.ca/2006/Reference/Freepub/92-500-GWE/2007001/agreement.htm 
I don't seem to see such a clause.  Has the licensed changed?  Is this 
license compatible with OSM? (It's worded differently than the GeoBase/NRN 
license)
