It says "non-commercial purposes".

... However, once I'm done messing with canvec2osm's data, ... we can just
ask for specific permission to use the data. ..  'cause it's for common
good. .. and more people will be able to benefit from this particular use of
the data.
(unless someone else beats me to it) .. which is welcome.

Using just the labels, and not the actual roads. .. would help cover for the
missing data. ... not sure how it could be implemented. .. but permission
needs to be granted before use. .. that doesn't mean we cant
brainstorm possibilities :-)
