Sorry, I guess I was unclear in my statement. By tools I simply mean
software people have written that use OpenStreetMap data. This includes:

The OSMARender tile rendering library:
http://wiki.openstreetmap.org/wiki/Osmarender
Cloudmade Mapping APIs: http://cloudmade.com
libroutez and graphserver routing libraries: github.com/wlach/libroutez,
github.com/bmander/graphserver

All I'm saying is that these tools sometimes depend on certain shared
assumptions  on how the data is grouped and tagged, and one of these
conventions is that a way (read: road) with the same properties
shouldn't be split on junctions.
