But if a single property does change (such as the speed-limit) then the road
does need to be split.
Meta-data are considered properties. This means that if the data source, or
acquisition technique (or uuid) change then the current standard conventions
are that the road does need to be split.
As people start to tag roads with than just basic attributes such as the
name and highway class the tools that use the data will need to be able to
realize that a single 'road' will be might up of multiple connected 'ways'
where the value of some attributes remains the same and others change.
