I did all of this on debian systems so it should work fine on Ubuntu. I
think everything will run under windows as well.

If you download the GML version of the road data you can look at it with
a text editor. If all of the elements with '*name*' in their name are
blank then there are no road names (The geobase site lists Manitoba as not
having road names).
