Probably yes.  I think what he means is that the base road network
will be laid down, to the point that it will be comparable to major
maps from paper map companies, GPS unit companies, or Google maps.

But I agree, it will be a loooong time before Canada is "Complete", if
we could even say it would ever reach that state.  We can still add
every address, every amenity, every shop, and millions of other
details besides just the roads.
