[Talk-ca] Road Names from StatsCan

I've been successful in having RoadMatcher match GeoBase with StatsCan roads 
and have modified geobase2osm.py to use the names from the result file if 
geobase has no road.

A sample for the Hamilton/Oakville area can be found

I haven't yet done much checking of the results.  I don't have a good sense 
for what percentage of roads don't get matched that should or if 50m is an 
appropriate match distance.

I haven't checked the changes to geobase2osm into svn but probably will once
