[Talk-ca] Wiki fixes

Ok maybe it doesnt download from the API, (you can tell i dont
understand python) :-)

Can i put my .bat file and the set of rules.txt files on the redmine
site? Is it free to setup?
I had a hard time getting to that site.

Thanks, ya it would be great to see a wiki page for it, then i can
help modify it (if needed).
