[Talk-ca] CanVec Attribution

It's an easy fix in JOSM, just open the area, and search the stuff that has
the tag source = CanVec_Import_2009
and add in the tag attribution=Natural Resources Canada and upload changes.

And  BTW, "canvec:UUID" is not needed.  This is a one-way, one-off copy
import and we respect the fact that others went to the trouble of tracing
rivers.  And for updates this is not needed as untold 'wizardry' is used.
(but geobase:UUID is needed, because roads are just 'special')

Should i re-write an essay explaining why? :)
