I have never tested shp-to-osm with a low --maxnodes setting. 2000 is very
low and might cause some problems.

However, the only time an OSM file is written to disk is after an entire
shapefile feature has been parsed. For example, if there's a shapefile with
2 multipolygons and you convert with --maxnodes 2000:

- Multipolygon #1:
   - Outer way:
      - 1990 nodes
      - 2 ways
   - Inner way #1:
      - 100 nodes
      - 1 way
   - Inner way #2:
      - 100 nodes
      - 1 way

The entire multipolygon will be parsed as one entity and written out to the
shapefile in one piece. The 1990 + 100 + 100 nodes, 4 ways, and 1 relation.
Because of this, you should not miss any data and you should not see the
members of a multipolygon relation be split across OSM files.
