You shouldn't need the addr:interpolation ways; just the house numbered
nodes are fine.

There are some nodes like 100-2265 that show up as just the house number
because Mapnik isn't rendering a symbol for whatever amenity is there.
Also, the schema definition says a housenumber can apply to a node or an
area:

Sometimes campgrounds will group sites in an area by some name; for
example Birds Hill Park here in MB has different "Bays" of campsites. So
there's a site 31B in both Grackle Bay and Oriole Bay. In this case I'd be
inclined to name the streets with the bay names.
If there are no bay/street names, I'd say that you shouldn't include a
name for them. The city would be the name of the campground; so "Kinsely
Campground", etc. The reason I'd be inclined to say that is because you
wouldn't want there to be ambiguity between site 10 in two campgrounds
within the same provincial park.
