Have you discussed this with a wider audience, perhaps #osm, or
tagging at .  There may be some experience in the international community
that will help.

Tourism=camp_site seems like it is intended for one per campground,
whether the capacity is one tent or 200.   So when you are talking
about individual tent locations, they might not have considered
marking it at all.
